Stephanie's CITY SERVICE PAGES are generally written for service-based businesses (HVAC, plumbing, locksmiths, pet grooming, mobile services, etc.) that have a home base or headquarters in one city, but are expanding their service area to neighboring cities/counties. To make their business well-known in those expansion areas, companies need to address each city by name in their website content.
For example, if an HVAC/plumbing company's original business is located in Sacramento, CA, and later on, the company also opens a store/base in Oakland. That company needs to reach out to residents in Oakland. If Oakland is merely listed as a location on the primary website, those potential customers in Oakland probably aren't going to find the company when they are searching on their phone. Even if they do, it is likely they are going to keep being re-routed back to the Sacramento website. However, if the company adds some SEO-optimized city pages, those potential consumers are going to see that company is in their area, ready to service all their HVAC/plumbing needs. These city pages should be titled "HVAC Repair in Oakland" or "Reliable Plumbers in Oakland, CA".
